(AP) ? European stocks gave up some of their recent gains Wednesday as investors remained cautious on a day Wall Street was closed for July 4 celebrations and ahead of key economic news in coming days.

Markets have enjoyed one of their best three-day runs in months as investors cheered Friday's agreement by the leaders of the 17 euro countries to allow Europe's bailout fund to capitalize banks directly and to buy bonds of imperiled countries.

However, with the eurozone economy showing signs of heading back into recession, the crisis has the potential to flare up again. Mounting concerns over the state of the U.S. economic recovery are also keeping sentiment in check, especially ahead of Friday's closely-watched nonfarm payrolls report for June. The payrolls data often set the market tone for a week or two after their release.

"If the rally in equities is to last into this month and beyond, then the significant measures of economic strength, such as non-farm payrolls, must be seen to stabilize," said David White, a trader at Spreadex.

Before the payrolls data, markets have a couple of key central bank policy statements to digest, notably from the European Central Bank, which is expected on Thursday to reduce its main borrowing rate below 1 percent for the first time ever. A services sector survey Wednesday from financial information company Markit added to the prevailing view that the eurozone is heading back to recession.

The Bank of England is also expected to do more to help the British economy, which is already in recession, at its meeting on Thursday. The consensus view is that it will pump another 50 billion pounds into the economy.

"There is plenty of scope for disappointment given the high expectations, so traders will be cautious ahead of the meetings, and also as we approach non-farm payrolls," said David Morrison, senior market strategist at GFT Markets.

In Europe, Germany's DAX closed down 0.2 percent at 6,564.80 while the CAC-40 in France fell 0.1 percent to 3,267.75. The FTSE 100 index of leading British shares lost 0.1 percent to 5,684.47.

The Athens stock exchange bucked the trend, jump 4.9 percent, hopes that Greece's new conservative-led government will ease the effects of a major recession on business.

Prime Minister Antonis Samaras' government will in two days issue its first major policy statement on how it intends to deal with the country's crushing debt crisis. International debt inspectors are in Athens to examine the country's finances. Based on that report, Greece and its fellow eurozone countries will discuss if and how to ease the country's pace of austerity measures.

The euro was down 0.6 percent at $1.2536, while oil prices gave up some ground amid the softer tone in Europe ? benchmark oil for August delivery was down 66 cents at $87.00 a barrel in electronic trading on the New York Mercantile Exchange.

Earlier in Asia, stocks ended mostly higher. Japan's Nikkei 225 index rose 0.4 percent to 9,104.17 and South Korea's Kospi gained 0.4 percent to 1,874.45. China's Shanghai Composite fell 0.1 percent to 2,227.31 and Hong Kong's Hang Seng was down 0.1 percent at 19,709.75.

Brother Says Alec Baldwin May Seriously Run for Mayor of New York City

Paparazzi attacker, frequent Huffington Post blogger, and?Words With Friends/Twitter addict Alec Baldwin may?seriously?be considering a run for Mayor of the biggest city in the United States, says little brother Billy.

During an interview on CNN?s Piers Morgan Tuesday night, the younger Baldwin said his brother Alec; who spends most of his time acting as a star on NBC?s ?30 Rock,? has political aspirations that could be ?very real.?

Baldwin has teased on and off about running for Mayor of New York City for sometime, telling the New York Times in August 2011 that he could see himself running, just not in 2013 for he wants to first finish work?on his television show, ?30 Rock? and then go back to school.

Alec mumbled again in November about running for the office,?then said in December that he lost his ?appetite?for politics, then told Bloomberg Television in April?that he ?would love? to run for mayor when his contract with NBC ends.

It has since been announced that 2012-2013 will be the final ?30 Rock? season.

?On one level, I think it?s very real. He?s very committed, he?s very bright, and knowledgeable, and I think he could do it, and he could run,? brother Billy Baldwin said on CNN Tuesday. ?On the other hand, I?m not quite sure if he?s cut from the proper cloth, because it requires a lot of tolerance, and a lot of patience.?

When Morgan supported concerns about Baldwin?s temper, his brother reminded the host though that ?John McCain?and Rudy Giuliani are quite the same and they are very successful and highly effective politicians.?

It can be said that Baldwin has previously expressed liberal political viewpoints.

Pope fires Slovak bishop in rare show of authority

(AP) ? Pope Benedict XVI fired a 52-year-old Slovak bishop for apparently mismanaging his diocese in a rare show of papal power over bishops that could have implications for U.S. sex abuse cases.

Usually when bishops run into trouble ? either for alleged moral lapses or management problems ? they are persuaded by the Vatican to resign. But Benedict has become increasingly willing to forcibly remove bishops who refuse to step down, sacking three others in the past year alone.

His willingness to do so raises questions about whether he would take the same measures against bishops who covered up for sexually abusive priests. So far he has not.

In the most notable case to date, Benedict fired Bishop William Morris of Toowoomba, Australia, last year after he called for the church to consider ordaining women and married men. He also removed a Congolese bishop for management problems in his diocese and an Italian one in May for similar reasons.

On Monday, the Vatican said Benedict had "relieved from pastoral care" Bishop Robert Bezak of Trnava, Slovakia. No reason was given, but Italian news reports suggested administrative problems were to blame, and Slovak news reports quoted Bezak as saying he thought his criticism of his predecessor may have had a role.

Bishops normally hand in their resignation when they turn 75 years old, their customary retirement age.

The exercise of the pope's ability to fire a bishop has important implications, particularly concerning bishops who mishandle pedophile priests.

In the face of U.S. lawsuits seeking to hold the pope ultimately responsible for abusive priests, the Holy See has argued that bishops are largely masters of their dioceses and that the pope doesn't really control them. The Vatican has thus sought to limit its own liability, arguing that the pope doesn't exercise sufficient control over the bishops to be held responsible for their bungled response to priests who rape children.

The ability of the pope to actively fire bishops, and not just passively accept their resignations, would seem to undercut the Vatican's argument of a hands-off pope.

"If the pope can fire a bishop, that implies he's their supervisor," said Nick Cafardi, a U.S. canon lawyer and former chairman of the U.S. bishops' lay review board that monitored clerical abuse. "This will invite more lawsuits attempting to sue the pope in American courts."

Jeffrey Anderson, who is seeking to hold the Holy See liable for a case of an abusive priest in Oregon, said the Vatican was trying to have it both ways.

"They will remove, using their canon laws and their own protocols, bishops, priests and clerics for any reasons ? for theological or any other reasons ? but when it comes to sexual misconduct, they never use those same standards," he said.

Even the most well-known case, that of Cardinal Bernard Law, ended when Law offered his resignation after the sex abuse scandal exploded in his Boston archdiocese 2002. Law subsequently was named archpriest of one of the Vatican's basilicas in Rome, St. Mary Major.

That said, things may be changing: The Vatican's sex crimes prosecutor, Monsignor Charles Scicluna, warned in February that bishops could face possible church sanctions for malicious or fraudulent negligence if they fail to follow the Vatican's rules on handling sexually abusive priests. But he acknowledged that such bishop accountability needed to be "further developed."

Google's 'Party Mode' may lead to some regrets

7 hrs.

It's a party! And parties are a good thing, right?

That's what the good folk at Google seem to think, and may be why they've built a feature into their new Google+ Events software called "Party Mode" that automatically uploads all photos taken at a party to the Internet.

On the face of it, it's a great idea. Everyone invited to a party through Google+ Events, or at least everyone with an Android phone and a Google+ account, can see all the smartphone photos being taken at the party, as they're being taken ? and then all the photos can be collected in an online photo album for posterity.

However, as the B-52s warned, parties tend to go out of bounds, and people tend to do things at 2 a.m. Sunday they'd rather not remember at 10 a.m. Monday.

Would you really want your boss, your co-workers or your grandmother to jump onto Google+ and see you drunkenly making out with provocatively dressed strangers?

With Party Mode, it's all too easy for such embarrassing photos to end up online, as Androinica's Andrew Kameka noted in a blog posting July 2.

"I accepted a bunch of Google+ Event invitations the day it launched [last week], including the uber-popular one associated with the Google I/O after party," wrote Kameka.

"But the next day, I suddenly realized that Google+ keeps accepting photos until the time that event creator sets it to end," he said. "So if someone fails to exit party mode when leaving a party at 10:00 p.m., photos you take will continue to be added until the event closes at 11:00 p.m."

To be sure, Google+ has smartphone controls that can stop automatic uploading of photos, and also exit Party Mode.

"It's easy to turn off Party Mode at any time," notes the Google promotional video?(shared below), which shows the same kind of smiling, pretty, multicultural twenty-somethings as appear in Apple and Facebook ads, right down to the upbeat indie-folk soundtrack.

However, everyone knows that when a party really starts raging, such cautions can be easily forgotten. That's how random pictures of the birthday boy in the closet with a girl ? or boy ? who's not his girlfriend are going to end up online.

"I've already seen a couple of guys taking some shirtless pics, and I can?t help but wonder if they intended to do that (possible that they did)," Kameka said.?

"I'm definitely sure that another guy taking bathroom pics did not intend to share his junk with the world. (I sure as hell wish he didn't.)"

If you're going to Google+ Event that might get wild, play it safe: Take photos, but don't put your phone into Party Mode. Make sure your friends don't either.

Save the uploading for the next morning, when the clear light of day will tell you which images are fit for public consumption.

FACT CHECK: On keeping your current health plan

FILE - In this Thursday, June 28, 2012 file photo, President Barack Obama speaks in the East Room of the White House in Washington, after the Supreme Court ruled on his health care legislation. The victory will help define Obama's legacy. However, if Obama does not win a second term in November, he risks losing both the law and the core of his legacy. (AP Photo/The New York Times, Luke Sharrett, Pool, File)

(AP) ? In promoting the health care law, President Barack Obama is repeating his persistent and unsubstantiated assurance that Americans who like their health insurance can simply keep it. Republican rival Mitt Romney says quite the opposite, but his doomsday scenario is a stretch.

After the Supreme Court upheld the law last week, Obama stepped forward to tell Americans what good will come from it. Romney was quick to lay out the harm. But some of the evidence they gave to the court of public opinion was suspect.

A look at their claims and how they compare with the facts:

___

OBAMA: "If you're one of the more than 250 million Americans who already have health insurance, you will keep your health insurance. This law will only make it more secure and more affordable."

ROMNEY: "Obamacare also means that for up to 20 million Americans, they will lose the insurance they currently have, the insurance that they like and they want to keep."

THE FACTS: Nothing in the law ensures that people happy with their policies now can keep them. Employers will continue to have the right to modify coverage or even drop it, and some are expected to do so as more insurance alternatives become available to the population under the law. Nor is there any guarantee that coverage will become cheaper, despite the subsidies many people will get.

Americans may well end up feeling more secure about their ability to obtain and keep coverage once insurance companies can no longer deny, terminate or charge more for coverage for those in poor health. But particular health insurance plans will have no guarantee of ironclad security. Much can change, including the cost.

The non-partisan Congressional Budget Office has estimated that the number of workers getting employer-based coverage could drop by several million, as some workers choose new plans in the marketplace or as employers drop coverage altogether. Companies with more than 50 workers would have to pay a fine for terminating insurance, but in some cases that would be cost-effective for them.

Obama's soothing words for those who are content with their current coverage have been heard before, rendered with different degrees of accuracy. He's said nothing in the law requires people to change their plans, true enough. But the law does not guarantee the status quo for anyone, either.

So where does Romney come up with 20 million at risk of losing their current plans?

He does so by going with the worst-case scenario in the budget office's analysis. Researchers thought it most likely that employer coverage would decline by 3 to 5 million, but the range of possibilities was broad: It could go up by as much as 3 million or down by as much as 20 million.

___

ROMNEY: After saying the new law cuts Medicare by $500 billion and raises taxes by a like amount, adds: "And even with those cuts and tax increases, Obamacare adds trillions to our deficits and to our national debt, and pushes those obligations onto coming generations."

THE FACTS: In its most recent complete estimate, in March 2011, the Congressional Budget Office said the new health care law would actually reduce the federal budget deficit by $210 billion over the next 10 years. In the following decade, the law would continue to reduce deficits by about one-half of one percent of the nation's gross domestic product, the office said.

The congressional budget scorekeepers acknowledged their projections are "quite uncertain" because of the complexity of the issue and the assumptions involved, which include the assumption that all aspects of the law are implemented as written. But the CBO assessment offers no backup for Romney's claim that the law "adds trillions to our deficits."

___

OBAMA: "And by this August, nearly 13 million of you will receive a rebate from your insurance company because it spent too much on things like administrative costs and CEO bonuses and not enough on your health care."

THE FACTS: Rebates are coming, but not nearly that many Americans are likely to get those checks and for many of those who do, the amount will be decidedly modest.

The government acknowledges it does not know how many households will see rebates in August from a provision of the law that makes insurance companies give back excess money spent on overhead instead of health care delivery. Altogether, the rebates that go out will benefit nearly 13 million people. But most of the benefit will be indirect, going to employers because they cover most of the cost of insurance provided in the workplace.

Employers can plow all the rebate money, including the workers' share, back into the company's health plan, or pass along part of it.

The government says some 4 million people who are due rebates live in households that purchased coverage directly from an insurance company, not through an employer, and experts say those households are the most likely to get a rebate check directly.

The government says the rebates have an average value of $151 per household. But employers, who typically pay 70 to 80 percent of premiums, are likely to get most of that.

___

ROMNEY: "Obamacare raises taxes on the American people by approximately $500 billion."

THE FACTS: The tax increases fall heavily on upper-income people, health insurance companies, drug makers and medical device manufacturers.

People who fail to obtain health insurance as required by the law will face a tax penalty, although that's expected to hit relatively few because the vast majority of Americans have insurance and many who don't will end up getting it. Also, a 10 percent tax has been imposed on tanning bed use as part of the health care law. There are no other across-the-board tax increases in the law, although some tax benefits such as flexible savings accounts are scaled back. Of course, higher taxes on businesses can be passed on to the consumer in the form of higher prices.

Individuals making over $200,000 and couples making over $250,000 will pay 0.9 percent more in Medicare payroll tax and a 3.8 percent tax on investments. As well, a tax starts in 2018 on high-value insurance plans.

___

OBAMA: "Because of the Affordable Care Act, young adults under the age of 26 are able to stay on their parents' health care plans, a provision that's already helped 6 million young Americans."

THE FACTS: Obama is overstating this benefit of his health law, and his own administration knows better. The Department of Health and Human Services, in a June 19 news release, said 3.1 million young adults would be uninsured were it not for the new law. Obama's number comes from a June 8 survey by the Commonwealth Fund, a health policy foundation. It said 6.6 million young adults joined or stayed on their parents' health plans who wouldn't have been able to absent the law. But that number includes some who switched to their parents' plans from other coverage, Commonwealth Fund officials told the Los Angeles Times.

___

ROMNEY: "Obamacare is a job-killer."

THE FACTS: The CBO estimated in 2010 that the law would reduce the amount of labor used in the economy by roughly half a percent.

But that's mostly because the law will give many people the opportunity to retire, stay at home with family or switch to part-time work, since they will be able to get health insurance more easily outside of their jobs. That voluntary retreat from the workforce, made possible by the law's benefits, is not the same as employers slashing jobs because of the law's costs, as Romney implies.

The law's penalties on employers who don't provide health insurance might cause some companies to hire fewer low-wage workers or to hire more part-timers instead of full-time employees, the budget office said. But the main consequence would still be from more people choosing not to work.

Apart from the budget office and other disinterested parties that study the law, each side in the debate uses research sponsored by interest groups, often slanted, to buttress its case. Romney cites a Chamber of Commerce online survey in which nearly three-quarters of respondents said the law would dampen their hiring.

The chamber is a strong opponent of the law, having run ads against it. Its poll was conducted unscientifically and is therefore not a valid measure of business opinion.
